Advanced land use planning theory and methods are presented through a comprehensive study of development patterns in an exurban and regional context. A view of land use controls including acquisition procedures, capital improvements programming, tax controls, and transfer of development rights will be presented. Conflicts between rural and urban land uses are also studied along with the roles of strategic and master planning to minimize their impacts. Laboratory exercises are used to gain firsthand knowledge of the processes. Finally, the role of the professional planner in today's society is examined. Prerequisites: ESM 151 and 303 (Sp)
