Prerequisite: POL 1013 . Federalism is a constitutional arrangement that formally divides power between a central government and member states, each of which governs citizens concurrently. This course explores the theory and practice of federalism in the United States and other federal systems with special attention to questions of constitutional structure, decentralization and concurrent enforcement, secession and nullification, minority rights, sectional conflict, and judicial review.
