Credits 3. 3 Lecture Hours. This course examines the dynamics of public sector institutions. Balancing foundational theory with practical application, the course explores how formal structures, leadership styles, culture, incentives and external environments shape the functioning of government agencies. Students will critically analyze classic and contemporary approaches to organizational design and management, including bureaucracy and collaborative public management. Discussions will include the role of management in public service and incorporating public values to foster ethical and respectful workplaces. Through case studies and applied projects, participants will develop skills to diagnose organizational challenges, foster effective behavior and lead change in a variety of public sector contexts. By the end of the course, students will be equipped to assess organizational effectiveness and implement strategies that enhance performance, accountability and public value. Prerequisites: Graduate classification; approval of MPSA director or PSAA department head.
