Credits 3. 3 Lecture Hours. This course explores the establishment, evolution and ongoing challenges of the Department of Homeland Security (DHS) within the context of U.S. public administration. Students will examine the historical events and legislative frameworks that prompted the creation of DHS, fostering a nuanced understanding of the post-9/11 security landscape. Topics include the conceptualization of homeland security, vertical and horizontal federalism, interagency coordination, bureaucratic obstacles, civil liberties and the shifting priorities and policies that guide a multifaceted federal agency tasked with protecting the nation. Prerequisite: Graduate classification.
