The identifying characteristics of a terrorist, potentially genocidal movement that can alert an effective Early Warning System; the signs that a legitimate regime is disintegrating through economic depression, military disaster or subversion; the defining structures of a dictatorship or other totalitarian regime, that is endemically genocidal toward internal unwanted populations and aggressive toward other governments and peoples.
