Catalog description

Study of the rules and legal provisions responsible for organizing the manner in which authority is to be exercised by executive officials of organizations, agencies and other public entities. It addresses the genesis of the Administrative Law regulations and their constitutionality, the federal and Puerto Rico laws that regulate this branch of Public Law, the interrelation between the branches of government within the republican system of government of Puerto Rico, the delegation of the Legislative Power to the Executive Power of governmental powers, the rules that govern those delegated powers, as well as the powers that are recognized to the Judicial Power to review the delegated functions that are exercised by the administrative organisms and officials. In addition, study of the provisions that regulate the expectations of ethical behavior on the part of officials who exercise public administration in Puerto Rico. Emphasis on the development of: critical thinking skills through the recognition and evaluat ion of assumptions, implications and practical consequences of decision-making in specific situations and the proposal of valid solutions regardless of criteria to problems in the context of administrative actions; competent communication skills through th e preparation of documents with high grammatical rigor aligned with the discipline and with the characteristics of an academic publication, using the appropriate terminology for the field in their oral and written discourse; intermediate technological skills by managing technological equipment, programs and applications in various activities effectively; proficient information skills through use of reliable information resources responsibly, legally and ethically to support investigations and recommendations for solutions to problems pertaining to the discipline, and competent diversity and ethical skills through knowledge of and compliance with the ethical standards of the discipline and respect for diversity in all its aspects in the professional field
