A study of how Congress operates in practice. Students will analyze the roles Congress plays in the US government, with particular attention paid to how member goals and behavior affect the institution. Course Learning Outcomes 1. Describe the history, processes, behavioral nature, and institutionalization of the U.S. Congress. 2. Explain the fundamentals of representation and legislative procedure. 3.
