This course will examine approaches to real estate development as a policy tool that can be aimed at a variety of public purposes, from reducing poverty to improving health and education outcomes to preserving historic buildings. The course will focus on the technical practice of this work, covering financial, regulatory, and land use tools that are regularly utilized to achieve policy objectives via real estate development. The course will utilize Philadelphia as a primary case study, drawing on the work of guest speakers working as practitioners in the field to illustrate how these tools are implemented.
