The control of road users through a temporary traffic control zone shall be an essential part of highway construction, utility work, maintenance operations and incident management. Road users and worker safety in temporary traffic control zones should be an integral and high priority element of every project from planning through design and construction. The 'Ohio Manual of Uniform Traffic Control Devices for streets and Highways' (2003 OMUTCD) has been established to provide a safe, uniform and efficient system of traffic control devices on all public streets, roads and highways within the State of Ohio.
