Conducting Theory-driven Program Evaluations

This advanced elective introduces doctoral students to the principles and practices of program evaluation with a distinct emphasis on the integration of program theory into evaluation design and implementation. Students will explore how conceptual frameworks and logic models operationalize theoretical constructs to systematically assess not only whether a program is effective but also to understand the mechanisms driving success or failure in healthcare initiatives. Through case studies, applied exercises, and critical analysis, students learn to formulate evaluation questions, design evaluations, and interpret findings using theory-driven approaches. The course covers the development and application of logic models, analysis of causal mechanisms, consideration of contextual factors, stakeholder engagement, and evidence-informed improvement strategies. Upon completion of this course, students will be able to develop theory-based evaluation plans, synthesize evidence for program improvement, and critically appraise the effectiveness and sustainability of health administration programs and interventions. The course prepares emerging healthcare leaders to conduct rigorous evaluations that deliver actionable, context-sensitive insights for program and policy development in complex healthcare environments.
