Section 504 of the Rehab Act of 1973 is an often misunderstood federal accessibility law which seeks to prevent discrimination based on disability under any program or activity receiving federal financial assistance, such as federally supported housing design and construction. Low Income Housing Tax Credit projects funded by the American Recovery and Reinvestment Act's Tax Credit Assistance Program (TCAP) have made the stringent application of accessible design and construction requirements even more critical.
