The course will a provide an historical overview of federal housing statutes and programs to lay the groundwork for understanding how these programs and their successors are being utilized today to preserve and construct affordable rental housing. Case studies analyzing the legal organizational and financing structure of mixed income public housing developments in Chicago will demonstrate how public-private partnerships work in practice. Supreme Court and lower court cases that have impacted the course of affordable housing will be analyzed particularly in relation to the Fair Housing Act of 1968. The course will conclude with a review of employment opportunities in this field and how most effectively to pursue them.
