This graduate-level course provides a comprehensive analysis of the legal, organizational, and strategic frameworks governing emergency and disaster management within the criminal justice system. Students will examine the four phases of the emergency management cycle: mitigation, preparedness, response, and recovery, with a specific focus on the unique roles and responsibilities of law enforcement and public safety agencies. The curriculum emphasizes interagency collaboration, the National Incident Management System (NIMS), and the application of evidence-based strategies to address both natural and man-made disasters. By integrating theoretical perspectives with practical case studies, students will develop the leadership and policy-making competencies necessary to enhance community resilience and institutional legitimacy during critical incidents.
