This course provides a graduate-level exploration of the strategies and methodologies used to protect critical infrastructure and enhance community resilience. This course examines the identification of threats, the assessment of organizational vulnerabilities, and the development of evidence-based risk mitigation strategies within the Homeland Security enterprise. Students analyze risk using advanced criminological and justice theories, with a specific focus on organizational accountability, ethics, and the implications of risk management for public safety and institutional legitimacy. The course culminates in an integrative project where students synthesize theory and research to formulate strategic recommendations for managing risk in complex justice environments.
