This course examines strategic intelligence and structured risk and threat assessment within public safety and national security contexts. Students explore analytic frameworks used to assess emerging threats, evaluate risk indicators, and inform decision-making at organizational and policy levels. Emphasis is placed on structured analytic techniques, scenario analysis, and strategic forecasting in complex environments. The course also addresses ethical responsibilities and a Christian worldview that affirms justice, discernment, and stewardship in high-impact intelligence decisions. Students analyze financial, logistical, and supply-chain flows as strategic risk indicators, tracing how resources, people, and information move through illicit networks. The course explores how organizations develop strategic collection requirements and indicators, including those focused on detecting adversary intelligence and counterintelligence activities.
