This course examines the legal framework governing special education services for young children with disabilities, focusing on the Individuals with Disabilities Education Act (IDEA) Part C (birth to age 3) and Part B Section 619 (ages 3-5). Students will explore key legislative requirements, including Early Intervention, Least Restrictive Environment (LRE), Free Appropriate Public Education (FAPE), and Individualized Family Service Plans (IFSPs)/Individualized Education Programs (IEPs). The course analyzes critical legal cases, procedural safeguards, and the rights and responsibilities of educators, families, and service providers in ensuring appropriate educational services and support for young children with disabilities. Special attention is given to the transition process between Part C and Part B services, family engagement requirements, and evidence-based practices in early childhood special education settings.
