Catalog description

Elective Course Course Requirement: exam This course examines the nature and power of local government units, their relationship to state government, their relationship to one another, and their relationship to their residents. The status of local governments in a federal system of government is also considered. Examples of specific topics that are covered include: the types and formation of local government units; enabling legislation; Dillon?s Rule; police power; home rule; municipal charters; local government taxing authority; and local government liability for the violation of constitutional, statutory, and common law.
