Government policies and programs affecting the poor in the United States. Issues include various elements of welfare programs and policies, entitlement programs such as Medicare and Social Security, problems of intergovernmental activity in administrating social welfare. Examination of various critiques of social welfare policy and a review of reform proposals. Role of organized interests and public support relative to programs affecting the poor.
