Exploration of health care policy, organization and financing of health care systems in order to provide the basis for leadership in the planning of provision of quality cost-effective care. Includes as an essential foundation for the delivery of health care services: examination of legislation, regulation, distributive justice and the social determinants of health that cause (or contribute to) health disparities in vulnerable populations; comparison of various care delivery systems; exploration of various modes of health care financing; consideration of culture, ecology, and epidemiology.
