Course examines American intergovernmental conflict in historical perspective, with particular attention to the role of cities, states, and other subnational governments. The course begins by outlining historical trends in American federalism, constitutional law, and the legal status of cities and states. The second half of the course focuses on periods of conflict, from the nation's beginnings to contemporary conflicts over the activities of ICE and other federal agencies in American cities.
