How do new issues make the political agenda? Why aren't elections crucial? Who are the "problem pushers" and "solution savers?" How are they linked? What factors determine the life of an issue? The key processes include problem identification, conflict expansion through issue redefinition, the role of institutional actors and issue activists. Focus limited to domestic American politics. Prerequisite: POLS 0010 . Enrollment limited to 20 juniors and seniors.
