Though this class holds the title “International Cooperation”, reasonable observers of the glass-half-empty variety may survey the record of international politics over the course of history and ask, “What cooperation?” The existence of and potential for consistent, rational and meaningful cooperation between states varies. The number and “character” of leading states plays a role in this variation, as does the issue at hand, as do the rules (both written and tacit) of interaction. In the past 30 years, scholars, world leaders and journalists have discussed the overlapping trends of democratization, globalization, diminishing frequency of interstate war, and proliferating international institutions. Restrictions: No Freshman (except under special circumstances). Offered every two years.
