This course provides an in-depth examination of the legal frameworks and ethical considerations that shape intelligence policy and practice in democratic societies. Students will explore the constitutional, statutory, and regulatory foundations governing intelligence activities, including surveillance, covert operations, and information sharing. Emphasis will be placed on the balance between national security imperatives and the protection of civil liberties, privacy rights, and democratic accountability. The course will address contemporary challenges such as cyber intelligence, the role of artificial intelligence in surveillance, whistleblower protections, and the oversight mechanisms that ensure transparency and legality in intelligence operations. By the end of the course, students will be equipped to critically assess the ethical dimensions of intelligence policy and contribute to informed policymaking in the field.
